May I draw your attention to the Volunteer Snow Warden scheme whereby communities can get involved in a bit of self-help on an organised basis.

Ideal perhaps to get an environmental group, physical fitness or church organisations involved.
Also may I remind you that there is - 'No law preventing you from clearing snow and ice from the pavement outside your house or any other building you are responsible for.'
