  1. Purpose of Report


To furnish the Neighbourhood Partnership (NP) with an update on the Neighbourhood Environment Programme (NEP) 2008/09 & the Roads and Footpaths Investment Programme 2008/11 projects agreed by the Partnership at the previous public meeting on 23rd June 2008.

Roads & Footpaths Investment Programme 2008/11


Following the Joint Group reviewing the existing programme of Capital Schemes

It was decided to leave the current programme unchanged at this time, however the NP requested that the Joint Group meet again to review the programme in December 2008 and that they consider the recommendation from the NP that Carrington Road be brought forward from years 2010/11 following a walkabout / bus tour of the roads and footways in the programme in order to inform their decision. The timetable for this will be discussed with the Joint Group at the next meeting of the group in September 2008 ( date options for this meeting have been circulated to the membership and an agreed date is yet to be set ).


Neighbourhood Environment Programme Projects 2008/09


Following the decision of the NP to agree the NEP projects listed below, the NP

requested that the Joint Group meet again in September 2008 to select and

recommend additional NEP projects to a future meeting of the Inverleith

Neighbourhood Partnership. In addition the NP requested that Neighbourhood

Manager consults with Community Groups within the Inverleith NP in order to promote applications for projects which could be considered in the current or future years Neighbourhood Environmental Programme. As such a project suggestion proforma and guidance note was circulated to relevant Community Council’s, Elected Members and all reps of the relevant action groups in early August 08. Any further submitted project proformas will be considered by the Joint Group at the September meeting.

4.0 Financial Implications


Should the NP agree to return the £40,000 previously allocated to the Drylaw/Telford Area 4 project in error, the following NEP budget availability will remain for 2008/09:-

5.0 Conclusions


Given that the full NEP budget currently remains unallocated, the joint group were asked to consider submitting further project proposals to enable a Project “Bank” to be established which would a) facilitate ease of future project recommendations to the Inverleith NP and b) assist in future work planning for local SfC staff responsible for this area of work. The next meeting of the joint group to consider this and review progress on agreed projects will take place in September 2008, (exact date to be confirmed) .

 


6.0 Recommendations


The Inverleith NP is asked to agree:-


  1. That the £40,000 previously allocated to the Drylaw/Telford Area 4 project in error is

returned to the Roads & Footways budget to enable further bids to be made against

it.
